Chapter 1 General Edicts
- Article 1 (Purpose)
- The purpose of these regulations is to stipulate the matters necessary for the organization and operation of the Institute of Law (from now on referred to as the "Institute"), which is established to contribute to the development of Korean jurisprudence and legal culture through the theory and practice of law and to study the legal system in Northeast Asia and the era of internationalization and regionalization.
- Article 2 (Name)
- The Institute shall be called the Incheon National University Institute of Law.
- Article 3 (Location)
- The Institute shall be in the School of Law at Incheon National University.
Chapter 2 Projects
- Article 4 (Projects)
- For Article 1, the Institute shall conduct the following projects.
- 1. Research on general legal theory
- 2. Research on laws and regulations
- 3. Research on problems in legal practice
- 4. Research on Northeast Asian exchange and international relations legal system
- 5. Research on the legal system of local government
- The Institute may engage in the following activities necessary for Paragraph 1.
- 1. Holding research presentations, seminars, and lectures
- 2. Publishing academic papers, journals, and books
- 3. Conducting advisory and research projects commissioned by government agencies, local governments, and other external organizations
- 4. Conducting affiliation and joint research with other research institutions at home and abroad
- 5. Holding academic presentations and other lectures on research results
- 6. Research on information collection, systematization, and application of law in general
- 7. Other projects in accordance with establishing the institute
- For Article 1, the Institute shall conduct the following projects.
Chapter 3 Organization and Operations
- Article 5 (Composition)
- The Institute shall be composed of permanent and non-permanent research committees and researchers.
- Permanent research committees shall be full-time faculty members of the University who hold a Ph.D. degree in law.
- Non-permanent research committees shall hold a Ph.D. degree in law or are licensed as lawyers and shall be appointed through the consent of the Operation Committee.
- The director of the Institute shall appoint researchers with the consent of the Operation Committee.
- When it is necessary to conduct the research projects of the Institute, research assistants may be appointed from among the undergraduate students of the University.
- Article 6 (Organization)
- The Executives of the Institute shall include 1 Director, appointed by the University President upon the recommendation of the Operation Committee, with a position of assistant professor or higher. They shall be appointed for a term of 2 years.
- The Research Manager shall be appointed by the executive of the Institute from among the permanent research committees and non-permanent research committees and must obtain the consent of the Operation Committee. The term of office shall be until the expiration date of the research project.
- The Operation Committee shall appoint the Auditor from among the permanent research committees and shall be appointed for 2 years.
- The Director shall appoint the Secretary from among the researchers and must obtain the consent of the Operation Committee.
- Article 7 (Duties of Executives)
- The Director of the Institute shall represent the Institute and control the affairs of the Institute.
- The Research Manager shall perform all duties related to the planning, execution, and reporting of the granted research projects.
- The Auditor shall conduct an accounting audit of the work of the Institute and report the audit results to the regular meeting of the Operation Committee.
- Article 8 (Steering committee)
- The Operation Committee shall be organized to deliberate and resolve matters related to the projects and operation of the Institute.
- The Operation Committee shall consist of the Director, researchers, and Secretary. The Director shall be the Director of the Institute, the researchers shall be researchers of the Institute, and the Director shall appoint the Secretary from among the researchers.
- The committee shall deliberate and resolve the following matters.
- 1. Establishment of the projects and operation plan of the Institute
- 2. Establishment of research departments and allocation and management of research funds
- 3. Propose the appointment of the next Director, non-permanent research committees, Research Manager, and researchers
- 4. Approval of the budget and the financial report
- 5. Amendment of the regulations of the Institute
- 6. Other matters deemed necessary for the operation of the Institute at the Operation Committee
- The regular meeting of the Operation Committee shall be held in March of each year, and an irregular meeting shall be held when deemed necessary by the Director or when requested by 1/3 of the members.
- Decisions of the Operation Committee require a 2/3 majority vote.
- Minutes of the Operation Committee meetings must be recorded and kept, and the Secretary shall be in charge of the duty.
Chapter 4 Finances
- Article 8 (Expenses)
- Tuition support, service project expenses, grants, donations, and other revenues shall finance research expenses or other expenses necessary for the operation of the Institute.
- Article 9 (Budget and Project Plan)
- The Director shall prepare a budget and business plan for the Institute, which the University President shall approve after the Operation Committee deliberations.
- Article 10 (Settlement)
- The fiscal year of the Institute shall be the same as the fiscal year of the University.
- The Director shall prepare the financial statements and project reports of the Institute and report them to the University President after deliberation by the Operation Committee.
Chapter 5 Bylaws
- Article 11 (Operating Bylaws)
- Necessary matters concerning the operation of the Institute must be decided through the resolution of the Operation Committee and approved by the University President.
- Article 12 (Amendment)
- This regulation must be approved by a majority of the members of the Operation Committee and a 2/3 majority of the members present at the Operation Committee. The University President must approve it.
Supplementary Provision
These Above shall take effect on December 1, 1999.
