Since its establishment in 1979, the department had been operated as the Department of Commerce within the college of business and economics until 1990. In 1990, first year students entered the department of business and economics which divided into the major of business administration and the major of commerce. Also, in order to strengthen specialized projects and major departments, the affiliated college was moved to the College of Northeast Asian Economics and Commerce in 2006. New recruitment will proceed through the commerce and trade department starting from 2010.
To promote active academic exchange with leading foreign universities, students have been dispatched to Delhi University (India), Harbin Technical University and the University of International Business and Economics (China), and the Russian National Maritime University (Russia). In 2001, through the Ministry of Commerce, Industry, and Energy's trade association, the "Trade Incubator" project was established. A variety of other programs has also been implemented in recent years for the cultivation and internationalization of department students, including the Global Trade Expert program through the Ministry of Knowledge Economy from 2007 to February of 2010, the Metropolitan University Professional Support program through the Ministry of Education and Human Resources from June 2005 to February 2009, and internationally in 2009, the Convergent Studies Development program and Central Studies Development program.
